APD Waiver Program
Understanding the APD Waiver Program
Who Qualifies for the APD Waiver? The Agency for Persons with Disabilities (APD) Waiver in Florida is designed for individuals with developmental disabilities who require long-term services and support.
To qualify for the iBudget Florida Waiver, individuals must:
Be a Florida Resident
Be Between the Ages of 18-75
Have a Qualifying Developmental Disability, including:
• Intellectual Disability (IQ of 69 or below)
• Cerebral Palsy
• Autism
• Spina Bifida
• Prader-Willi Syndrome
• Phelan-McDermid Syndrome
• Down Syndrome
Meet Financial Eligibility Requirements
• Must qualify for Medicaid based on income and asset limits.
How the APD Waiver Program Works
The iBudget Florida Waiver provides funding for home and community-based services (HCBS), allowing individuals with disabilities to live as independently as possible while receiving the support they need. The program works as follows:

• Eligibility is determined based on disability, age, residency, and financial status.
• Some individuals may be placed on a waiting list due to funding ava

• Once approved, an iBudget is assigned based on the person’s needs.
• A Support Coordinator works with the individual to develop a Person-Centered Support Plan to allocate funds for needed services.

• Respite Care
• Transportation
• Nursing & Therapy Services
• Individuals have flexibility in how they use their budget to best meet their needs.
Program Expectations
1. Active Participation – Individuals and their families must actively participate in developing their Person-Centered Plan and choosing their services.
2. Annual Review – The budget and service plan must be reviewed annually to adjust for changing needs.
3. Compliance with Medicaid Rules – Participants must maintain Medicaid eligibility and follow program guidelines.
4. Responsible Use of Funds – The iBudget waiver provides flexibility, but funds must be used appropriately for approved services only.
5. Provider Requirements – Services must be provided by approved Medicaid waiver providers.
